SOLDIERX.COM Nobody Can Stop Information Insemination

I have a friend of mine call me and said it got this Feds warning on his screen that says, Your IP address has been block for disturbing illegal materiel bluh bluh bluh. and goes further to say if you pay $200 we'll unblock your IP address. I know this is virus. The guy as tried to remove it and did, but it comes back.... 3 times. Any Ideas out there?
