P2p moving servers?

Ok I've noticed more and more torrent sites moving there sites to a new one. I'm just curious does this have to do with "blacklist" law that has now hit congress? Are the site moving to a new server where they are out of range from the US jurisdiction? I would like to know more if anyone has any info. Just curious about this...
