SOLDIERX.COM Nobody Can Stop Information Insemination

guys help to sort out this !
I found an "you are not authorized to view this page" error/message on a administrator/control panel of a website page. The thing i want to know what is it mean..
Is it mean that it can only be accessed locally by administrator from its server. or something else like a automated Apache error or any server down signal..
