win 7 antivirus 2012

Got this virus not to long ago and removed it from my computer. But it left some damage to windows 7. The firewall is off and I can't turn it back on, and the parental controls is inoperable.
Today I was at best buy to buy a game and thought I would ask them about the problem and they told me what I knew they would say. Reinstall windows 7 for 139 bucks or so. I thought what a rip off you can buy the oem pro for about that.
I am sure there is a way to restore this without reinstalling windows. Any ideas? And if any one says Geeksquad is right I'll kill ya JK.
