SOLDIERX.COM Nobody Can Stop Information Insemination

Hi Guys,

I have been a regular lurker here and enjoy every bit of information insemination. My question is I'm a member of a web forum and this forum logs individual IPs only known to the moderators and the actual owners of each IP address.
There's this guy that on this forum that could detect if a user has multiple IDs on the forum and can correctly state the ID handles and the location of the user but he is not a moderator.
Can anybody tell me how he does it or software he uses without having admin privileges?
